DIRECTORS and OFFICERS
Lorna P. Wallen (Neabsco District)
Chair
The IDA’s Chair, Lorna Wallen, has been a resident of the Neabsco District of Prince William County for 20 years. She is an Adult Education Instructor in a local public school system, where she teaches a variety of subjects to adult students from many countries and backgrounds. Ms. Wallen strongly believes that teaching is an awesome platform to assist adult students with assimilation into our community. She blends academic, workforce, and practical life skills instruction to help adult students thrive on their journey to become active, model citizens. In her earlier career, Ms. Wallen was involved in all aspects of lending and credit operations as a banker with top national and regional financial institutions.
Ms. Wallen enjoys sharing her financial and teaching skills with students even when she is not in the classroom. On any given Saturday, you can find her teaching English or basic life skills to adult learners. Her favorite quote is “I am my neighbor’s keeper.” She shares this same energy and expertise with the IDA, where she has served since 2006, and was recently elected Chair.
cheryl J. kenny (COLES district)

Cheryl Kenny was appointed to represent the Coles District in 2021. Ms. Kenny is the Principal and Managing Broker/Owner of Golden Realtors, LLC, a licensed Real Estate Brokerage serving buyers and sellers in Northern Virginia. Licensed in the Commonwealth since 1983, she is a Certified Real Estate Specialist (CRS), Graduate of the Real Estate Institute (GRI) and is a Accredited Buyer’s Representative (ABR) and served on the PWAR and VAR Professional Standards Ethics committees. The Realtor Association of Prince William (PWAR) has recognized Ms. Kenny with the Lifetime Top Producer Realtor award. She was showcased as a REALTOR® on the Discovery Channel’s TV show “Double Agents”.
In addition to her real estate firm, Ms. Kenny brings a diverse background of experience to her work on the IDA. She has served in a number of business roles for local and state elected leaders, including managing the office of a Hawaii State Representative. She began her career as an elementary school teacher, utilizing the communication, problem solving and motivation skills that were also key in building her successful business. She also serves as a Director of The Manjo Children's Home, an orphanage in Cameroon, Africa.
Ms. Kenny earned a Bachelor of Science in Elementary Education from the University of Maryland. A proud military wife (RET), Ms. Kenny has traveled extensively and worked on many committees and events during her husband’s military service. Cheryl and her husband have enjoyed living in several states and currently reside in Manassas with their AKC Golden Retriever - GCH ETADORO GRACEKEN'S WINTER SOLDIER, JH and their cute rescue terrier.
DEXTER MONTGOMERY (WOODBRIDGE district)
Secretary Treasurer
Dexter Montgomery was appointed to the Industrial Development Authority in 2020, representing the Woodbridge District. He has lived in Prince William County for 27 years. Mr. Montgomery is a strong advocate for business development in the Woodbridge area and in Prince William County. His desire is to see that Woodbridge is a great place to live, work and play.
Mr. Montgomery has over 40 years of business and government experience. He is currently employed with the Department of Homeland Security as a senior analyst and has held senior level positions with, Customs and Border Protection (formally US Customs Service), The Department of Treasury, The Department of Defense and the Office of Personnel Management.
Mr. Montgomery and his wife are also owners of a professional development consulting firm and a real estate investment firm.
A former board member of the Good Shepherd Housing Foundation in Woodbridge, Mr. Montgomery currently serves as head of the Board of Trustees at the Bethel AME Church in Montclair, Virginia. Mr. Montgomery graduated from Winston -Salem State University in Winston- Salem, North Carolina with a BA in Business Administration and graduated with a Master’s degree in Policy Analysis and Public Administration from Southern Illinois University in Edwardsville, Illinois.
J. Andrew Taylor (Brentsville district)
Assistant Secretary Treasurer
Andrew Taylor has served as the Brentsville Director on the Industrial Development Authority since 2018. After graduating with honors from George Mason University with a B.A. in Government and International Politics in 2004, Mr. Taylor earned his J.D. from George Mason University School of Law in 2007. During law school, Mr. Taylor represented his class to the Student Bar Association, while also working in an administrative capacity for the law school. During his last two years of law school, he worked in the office of the Commonwealth’s Attorney for the City of Alexandria, prosecuting a variety of traffic and criminal matters. Upon graduation, Mr. Taylor worked with a number of small criminal defense and family law firms in Manassas, Virginia until 2010 when he opened his own practice.
Mr. Taylor currently works for a law firm in Woodbridge, Virginia focusing his practice primarily on family law litigation. He has represented clients in courts throughout Virginia, including the Virginia Court of Appeals and the Supreme Court of Virginia. His experience provides him with valuable insight that he now brings to his role as Director. Outside of work, Mr. Taylor enjoys spending time with his family, volunteering for community service projects, and visiting the area’s local historical attractions.
TerENCE k. Battle (POTOMAC district)
Director
Terence K. Battle has over 40 years’ experience in tactical to strategic level Army Sustainment. He served as an Army Logistics Officer leading global military sustainment operations. He spent his remaining service at the Pentagon navigating the major Department of Defense (DoD) strategic decision-making processes – the Joint Capabilities Integration Development System (JCIDS), Defense Acquisition Management System (DAMS), and the Planning, Programming, Budgeting, and Execution System (PPBES). He focused on the business side of DoD – America’s largest Federal Agency.
As a civilian, he served as the interim Director of Maintenance, Headquarters Department of the Army, G-4 - a Senior Executive Services (tier-2) position. He managed Army maintenance policies and over $4 Billion for weapon system maintenance executed at over eleven Army Depots and Arsenals. As the Chief of Staff, Operations Directorate, he shared Major General Director level authority over internal operations. He provided sustainment readiness, strategic distribution, and strategic transportation for peacetime and contingency operations. As the Chief, Integrated Logistics Support Division, he coordinated over $125 Billion for Army weapon system life cycle sustainment. He also supervised Congressional affairs and strategic communications.
Mr. Battle retired as an Army Officer and as a Department of the Army Civilian. He holds a Bachelor of Science in Business Administration and Management from Virginia Commonwealth University, a Master of Science in Logistics Management from the Florida Institute of Technology, and a Master of Science National Security Strategy from the United States Army Senior Service College (Carlisle).
Mr. Battle was born in Newport News Virginia and is married to the former Dorothy Epps. They reside in Manassas Virginia and have two sons - Brian, and Travis.
Paul O’Meara (Occoquan district)

Paul O’Meara was appointed to the Prince William County Industrial Development Authority in March 2025, representing the Occoquan District.
